THE ROLE OF MANAGEMENT IN PUBLIC PRIVATE PARTNERSHIPS IN THE REPUBLIC OF SRPSKA

Abstract

Public-Private Partnership (PPP) represents a form of cooperation between the public and the private sector, which is realized by pooling resources, capital and expertise, in order to meet public needs. Starting from the fact that the management has justified its purpose in the real sector, especially in private entrepreneurship, the intention is to consider the role of management in PPP as a new form of income generation that some authors see as a new management of the public sector. Regardless of the fact that this form of income generation has been more serious in the region, and even in Republika Srpska, the fact is that there are not many realized PPP projects. The purpose of this paper is to explain why this is so and how different are the roles and tasks of management in PPP? Namely, managers in the public and private sector are opposing parties whose goals are different. The objective of public sector managers is to generate good living conditions of the population through proper redistribution of public revenues, while the private sector's goal is to make profit through efficient operations, which, in relation to invested capital, generates an acceptable rate of return. The Law on PPP of Republika Srpska defined the basic relations between the public and the private sector, but it is necessary to talk more about the motives for this type of cooperation since the public sector has the need and the task to improve the services that are available to the citizens and the private partner has the resources, (investment in infrastructure projects - roads, bridges, in the field of transport safety, in the field of health: construction of hospitals and specialized institutions - dialysis centers, geriatrics or in the field of education
