Abstract

In this papre, we consider the controversy or dilemma concerning the digital revolution as IV Industrial Revolution, the most radical revolution and the most uncertain for the economy and human society, on the one hand, and the digital economy as a new economy based on the Internet and digital information. The digital revolution and the digital economy are just two sides of the same process, which is revolutionary, innovative and destructive at the same time with an uncertain outcome. Based on the given observations and analysis, we are amazed at the new phenomena, whether it is a "blessing or a curse". The paper deals with: digital economy and digital technology, offline and online economy, knowledge economy, premises of digital economy, digital economy and balanced development, electronic readiness of the country for new economy, theoretical implications of digital development, digital market and monopolization , digital regulation, labor and employment in the digital economy, state and digital market, network economy and artificial intelligence, new business concept, digital data and digital economy in light of new challenges.
