The business of the public sector is necessary to improve and to bring out the need for budgetary control to increase its significance and role. In the complex process of auditing financial statements, the effective concept of audit risks is one of the most significant and sensitive. The main objective of auditing financial statements is to determine their general correctness in accordance with regulations. The primary goal is not to detect any or even all fraud and inaccuracies in financial reporting. In the achievement of this goal, the auditor has a special role with the audit risk assessment, but also with a good knowledge of the problems caused. Correct determination of audit risk and causality risk (α and β risk) is necessary because it affects the degree of engagement of the auditor. This comes to the fore especially when the audit is performed by reason.
